The changing terrain: NDAA 2017
The Senate on Tuesday approved its version of the National Defense Authorization Act with $602 billion allocated to base defense and war spending. The House passed its version last month. The two chambers face some obstacles on the bill. First, President Obama has threatened a veto due to the House’s plan to substitute $18 billion of Overseas Contingency Operations (OCO) funds with $18 billion of base defense funding. Second, the president does not like some of the defense acquisition reforms in the Senate’s version, nor limits on the closure of the Guantanamo detainment facility. The two chambers will work together to reconcile differences, with the final measure expected to go to the president before the end of FY16.
